Chore: Move build scripts to repo root scripts/

The dylib build scripts are development tools, not extension bundle
assets. Moves them from Zig.novaextension/Scripts/ to scripts/ and
updates paths so the dylib lands in Zig.novaextension/Syntaxes/.
